When the Problem Isn't the Content — It's the System

American Board for Certification of Teacher Excellence · Curriculum & Certification Specialist · Atlanta, GA · 2016–2017

A 64% certification pass rate looked like a curriculum problem. A needs assessment revealed it was a system problem. Over nine months, I designed and led a four-stream performance intervention — and the pass rate moved to 87%.

American Board provides an alternative route to professional teacher certification — primarily serving career-changers and mid-career professionals entering K–12 education. Candidates work independently through a self-paced assessment process, often without institutional support structures.

A 64% pass rate on the certification assessment was being treated as a content quality problem — the assumption was that the test material was unclear. A structured needs assessment I led revealed the real root cause: candidates lacked structured pacing support, didn't know where to focus study effort, and received feedback only after failing — not before.

The system was designed for completion, not for candidate success.

Designed and Led. Sole instructional designer and program lead. Conducted the needs assessment, identified root causes, designed a four-stream intervention, built all materials, and measured outcomes against Kirkpatrick Level 4.

Diagnostic Assessment Redesign

Restructured the pre-exam diagnostic to surface specific competency gaps — giving candidates a prioritized study roadmap rather than generic review guidance.

Structured Coaching Program

Built a candidate coaching curriculum pairing self-assessment tools with targeted instructional support sessions — addressing identified gaps before the assessment window.

Pacing & Milestone Guides

Designed candidate-facing study planning tools with built-in checkpoints, reducing the cognitive overload of self-paced preparation.

Faculty & Staff Enablement

Created coaching guides and calibration tools for American Board staff conducting candidate support sessions — ensuring consistent intervention quality.

  • 64% → 87% certification pass rate — 23-point gain over 9-month program span
  • Kirkpatrick Level 4 measurement framework applied — outcome tracked against real credentialing data
  • Root cause confirmed: pacing and diagnostic gaps, not content quality
  • Program replicated as standard candidate support model following pilot

The most important lesson from this project: don't accept the stated problem as the real problem. The instinct to redesign the exam content would have wasted months. The needs assessment took three weeks and changed everything. When someone hands you a solution and asks you to build it — ask what problem they're actually trying to solve.
